2008 Seat Ibiza brakes work poorly

Car did not drive for a few months. Braking is really bad- log distance, kinda rusty sound, ABS do not even start after full braking. What might be the cause? Disc, pads, brake fluid, or something else?

Rusty sound will just be that till brakes used which usually clears surface rust with use . Complete braking system needs thorough check / inspection
