Peugeot 206 Problems

My car won't start immediately when the engine is cold or if it's stop/ parked for long time , but when it's still hot it doesn't give me any problems

Just bought as a stop gap for a few months. Has auto light and wiper function but auto lights are not working, manually working fine. I have tried pressing the button on end of the stalk to no avail, any ideas gratefully received.
