Power steering pump failure?

Bought a Peugeot 206cc 2004 1.6 as a weekend car, off of my neighbour the car hasn't been out on the road for about a year as she has lost her licence.
It's covered 73k since new always serviced etc, the car is in excellent condition but the power steering is causing issues, when at very low speed the power steering is whining and is virtually impossible to move the steering wheel. We have followed from forums how to get any air out this made an improvement but not by much and a new belt was put on 16 months ago, so should I realistically be looking at forking out for a new power steering pump or is there anything else I could do to rectify the issue?

S/H pump,
Not a big job really.
Try your local breakers or Ebay.
