Citroen C4 creaking knocking from steering wheel area

I have a weird sort of creaking and knocking noise which im 95% sure is coming from the steering wheel area, not under the car. It only happens in start stop traffic up to about 10/15mph and when the wheel is straight. Above that speed in normal driving the noise is not there or if i turn the wheel while pulling out of a junction for example the noise is not there. Ive tried taking the steering wheel cowl off and greasing and wd40 around anywhere i can get to but its still there. Been like that for about a year.
Any ideas what it could be.
