2004 Vauxhall Vivaro water in the oil but no oil in water system,oil cooler ok

The oil system is full of water/oil sludge mixture.the oil cooler seems ok after testing it.
There is no oil in the water system ,the remaining water is clean.

If not oil cooler , carry out a block test which should confirm if head / gasket gone .or not .
