Vision on small unlit rural roads at night is awful... even on full beam. Is it possible to increase their power?

Accelerator not working when pedal is depressed. No issue with the pedal itself. Think this maybe electrical and wondered if anyone knew where the accelerator wiring is situated and how to access it so I can check.
