2009 Renault Clio Problems

Brake lights stay on all the time when headlights are on but when headlights are they working fine

Am having to drive with dipped headlights otherwise i would be flashing other drivers every time i indicate. I also think it is intermittently affecting wiper operation, although obviously have not been using wipers much cos no rain,
