Revs high immediately on starting

2004 Peugeot 206 16 valve Sport

As soon as the car is started from cold it goes straight up to near maximum revs before dropping back down to normal.
Once warmed up the idle speed becomes erratic.
There are no warning lights on.

Cleaned the throttle body but cannot locate the idle control valve, it's not on the throttle body like some Peugeots. Bought a s/h Haynes manual and that's not much use either, the throttle body shown isn't the same
