2005 Peugeot 1007 intermittent whirring noise, revs hunt

I've started to hear an intermittent whirring/whine noise from the engine when driving. I've noticed the revs increase up then slowly settle when at idle. When it starts from cold the revs pitch up very high before settling down. Had it in garage for a week but mechanic couldn't find any faults.

Clean air idle control valve / throttle body and check for any air / vac leaks , check crankcase ( PCV ) valve
