My vectra c had problem when I face a hill or ramp the power lost and no response,

Without a lot more info , hard to say whether it's an engine fault or clutch slipping .

My car has manual gear when this happened the engine light blogs and even with no gear response of throttle too slow, I wait for time and every thing working good , I have scanned for fault only throttle pedal fault and I changed but the problem comes again.

Could be the throttle body . Your scanner may not be good enough to scan all circuits / modules . Needs to be Tech 3 or similar

ok thank, one more thing when this issue happened the car went wrong at all mirrors opens and the radio turned on by it self

Check the wiring to throttle body / connector plug . Check alternator charging rate when loaded .
