Engine squeal , most noticeable at tick over
Stops when dipstick or oil filler cap is removed, and the engine immediately increases
in speed from tick over .

That is normally what happens with any car enclosed engine breathing system . If noticeable at idle can you not locate where noise is coming from ? possibly belt ? possibly PCV valve ? On SOME engines it's in the cam box cover
