2009 Vauxhall Insignia main beams won't switch off.

Main beams won't switch off, even after I've parked the car. All the rest of the lights are off (sides, dipped & rears). the blue light comes on and off when I pull on the left hand stalk but won't come on when I push it away. I have pulled fuses 37 & 38 so I can use the car.
