2013 2.0 turbo petrol power steering not work -1300 RPM

Car is not steering changed pump and steering rack… same result when the engine is cold it works on over 1300 rpm, when engine warm’s up the steering is not working at all, anyone who faced this issue before? Do you know any reason for that?

Could be wrong but I thought it had to be programmed to the car and Vauxhall dealerships are the only people that can program a new steering rack
