If fuse # 28 is o.k you will have to check the numerous other fuses related to body control modules also but have heard of a small resistor / module type in the wiring that causes this . The connectors burn / melt Where it is I cant say for definite but suspect it will be behind trim in the tailgate and would be worth pulling off and checking .
