You had the car for a while ? sure it's not the DRLs and one not working ?

car is 2011 and does not have drl both sidelights are working but the drivers side is on but not the nearside when started

DRLs have been legally required to be fitted at the front of all new EU cars and small vans since 2011,

bulbs are ok have seen the same thing on lots of other insignias only driver sidelight is on

You sure it's not the parking lamp you have activated ? Is the indicator switch in neutral position or left/ right when this happens ?

indicators in neutral the parking lights only work when engine stopped

That is the way the parking lights usually work . If you get car scanned with Tech 3 or similar it should identify any faults as obvious suggestions appear not to be working .
