Headlights main beam will not turn off?

2010 Vauxhall Insignia 1.8 petrol
Car: Vauxhall Insignia
Year: 2010
Variant: 1.8 petrol
Main beam started flashing then they will not turn off, taken fuses out to turn them off! Even with ignition off and keys out they stayed on until fuses removed!

If you have auto headlights , tried changing to manual setting ?

If auto headlights , also try cleaning the sensor and windscreen if needed

Tried them on Manuel setting! Taken the insignia to local Vauxhall’s and they stated new fuse box require? I can not work that one out?

The fuse box in the engine compartment covers the headlamp main beams .

Yes but why is it keeping main beam on when everything is turned off removing ignition? the fuse box when faulty or a short occurre’s it blows a fuse Stopping electric flow!
