2016 Renault Kangoo starter motor just whirs and spins out when key is turned, had replacement starter motor fitted and it’s doing exactly the same. garage said nothing they can do further

There must be more to this than you say , otherwise you need to get a better garage if they cant fix it . It's not rocket science to diagnose the fault .Have you had the battery checked , the wiring to starter and connections , all earths checked , power to starter / solenoid checked ?
