Have to be carefull how much heat is applied to a steering component as it may be an issue MOT time. Why not have new track rods aswell,Why did you ask for tracking to be done?

pulling to the left, tyres `feathering`

a slight pull is normal due to camber in road. What tyres did you have fitted to the front

Heated many a seized track rod end to free off and enable adjustment , not a big job .Never had a problem if carried out properly .If tyre feathering and no play / movement at wheel , got to be an alignment , camber / castor / toe in problem .Dont know where they get the £200 from when no parts needed.Unless it's at a fast fit centre where I know from experience , stupid prices are par for the course with most of them .Phone about for other quotes or try a local independant shop .
