2006 Peugeot 407 poor fuel economy

The car is giving me 19mpg or 7.2kmpl doesnt matter how drive. We took out the cats and programmed out the depolution system and added some power. But it did not make any diference
I did fit larger tyres from 234 to 245 40, and that made the car a little more economic

Check for fault codes maybe there is an underlying fault or maybe in bypassing these system,s the ECM is in limp mode,is fuel filter good?
