Front wipers not always working

I have a peugeot 407 sw . when I start the car ,on some occasions the the front wipers do not work at all .This is not every time. If I turn the ignition off and leave the car switched off for about 2 mins I then hear a click from the fuse box area in the glove box. I then re start the car and the wipers work. This is a very anoying problem especially if i'm in a hurry. My wife has had an occasion of the wipers stopping working during a journey . I read somewhere that I should remove the shunt fuse in the fuse box for 10 - 15 mins and the system should re-set. I've tried this but it didn't cure the problem PLEASE help,
