2005 Peugeot 206 rear wiper and headlights.

I have just purchased a peugeot 206 and the rear windscreen wiper wont work at all, I have checked all fuses and they seem fine, what else could this be?
Also there is a bulb on both front headlights that just doesnt seem to have a purpose, it is inbetween my indicator and main headlights, my foglights are below the main headlights and those dont seem to be working either.

you may have a fault with the under bonnet fuse box.Are you getting a feed at rear wiper? If not it might be worth checking to make sure there isnt a broken wire at tailgate where the wires run into the car.As for the bulbs are you sure they are not main beam?
