1999 Peugeot 206 high revs only on full tempriture

Hi my daughter has a 206 auto starts good but the reves are high and jumps when putting into drive or reverce,it goes from 1st to second ok then will not change to third,(some times it does but soon drops down to second with a shudder,she has had a new timing belt fitted just before christmas it drove perfect for 40 miles then the problem started,has anyone any idea please thanks

sorry missed off saying the revs stay at 1500 on tick over never drop,and she had a new head gaskit and valves fitted
