1999 Peugeot 206 clutch

Sounds as if cable knackered , if fitted on that car .

if hydraulic clutch system then check fluid level and make sure there are no leaks,could be a clutch master cylinder or slave cylinder fault

have you had any noises previous to this happening,these cars suffer from thrust bearing and cover fingers failure where the bearing goes through the broken fingers and then gets stuck,most certainly need a new clutch kit unless as suggested by previous answer the problem is hydraulic or cable fault if fitted
