1999 Peugeot 206 seat belt doesn't work

My drivers side seat belt has locked in the retracted position meaning that i can't pull it out to wear it.
I have had a look at it but it has a pretensioner on it so i'm a little worried!!
Anyone have any idea what this could be caused by?

if its movet from the vertical it can stay locked if you have to remove it to check it disconect the battery or air bag fuse then wait 2 mins before working on system if unsure take it to a garage.it may just need the rachet worked or if rachet stuck replacing.note if you replace it yourself take old pretensioner to a garage and they will deploy it for you,its ileagle to store or dispose of it in its live state
