2002 Peugeot 206 engine turns over but wont start dashboard lights flashing no elecs

put new battery on peugeot 206 went to start after starting for a couple of days with no joy.dashboard lights on fuel and rev counter go mad,wipers go and lights come on.engine turns but wont start.no other electrics work so cannot drop window to try reset as mentioned on some sites. any one with a clue please?

Is battery fully charged and check your earth strap from battery to chassis and engine.

battery fully charged previuos owner put xtra strap to body from battery

Possibly something draining system check for leakage to earth with an amp meter,if reading any higher than 0.30 amp then there,s an issue that can drain the vehicle ,isolate the circuit,s and repeat leak to earth test to confirm fix.
