2000 Peugeot 206 slower than a slug!!!!! urgent!

Hi, just brought a 206, w reg 1.9d. its very slow, no exceloration when your driving, foot halfway down or fully its like the pedal is not connnected to the engine! has a delay reaction when the car is stationary and you rev it, dies going up hills (seems to go well down hill!!) noticed today when i change gear i can hear a bleep then a hiss from pass side footwell, not every time but seems worse when the car is warm?

Car needs to be scanned for any fault codes...

Replace the diesel filter first, cheapest option
