2000 Peugeot 206 lights stay on ,although i've turned them off (horn won't work anymore!!)

when I try to turn off the lights ,they still on &can't change the light-highness ,although the horn won't operate anymore!
Any help Pls!!

My car does the same thing, its a 206 53 reg and i cant find anything wrong. it affects the indicators as well on my car but my way around it is to keep the sidelights on manually, this should allow the horn to work (and my indicators). currently have no idea what the problem is though. probably rubbish peugeot wiring...they have a history!
