1999 Peugeot 206 car revs when foot is not on accelerator - then doesn't start instantly

This has happened several times to me whilst driving over the past few weeks.

Basically, when coming to a stop at a junction, the car has occasionaly begun reving voluntarily (rev meter rises pretty fast) even though my foot is not on the accelerator pedal. I then have to turn the car off, following which it takes several attempts to re-start it.

Any help is much appreciated!

IT MIGHT WELL BE YOUR ACCELERATOR CABLE GOING
