2000 Peugeot 206 stop light comes on

after five mins of driving the stop light comes on. I have checked oil and water, ok. radiator and hoses are cold, white substance under oil filler cap. any ideas?

Could check thermostat .Hopefully it's not head gasket starting to go .

when you remove the radiator cap to check there is now air in the system do you just screw the cap back on again? do you have to do anything else?
