2003 Ford Fiesta tick over problem

the car will not tick over when cold but when the car is warm it will tick over and drive no problem

Try cleaning the throttle body. Also make sure that the choke is working and check to see if any pipes have come loose...

No idle valve on your car, everything is run by the Powertrain control module, it takes readings from various sensors and adjusts the throttle position for idle, try the engine coolant temp sensor see if its working, also make sure the throttle housing is clean as said and the throttle position sensor is working ok.

how do i check coolant temp sensor to see if it is working and how do you check throtle position sensor to see if that is working i have changed throtle houseing and that didnt make any differance and i all so changed the map sensor and that didnt make any differance ethere
