Wiper works sometimes. Nothing happens when moving stalk

Could be either the stalk or motor , case of finding the one causing it . ( or both ) Often the stalk shows signs of excessive wear .

Also when idle the speed slows . Think it could be a power issue

Could be the wiper motor on it's way out and using a big draw . Also what sometimes happens , wiper spindles / linkage can seize up .

Just to add , check your alternator charging rate voltage when loaded
