2000 Volvo V70 battery has full charge and it sounds like it doesn't and it's turning over real slow and doesn't sound like it's trying to fire it off

It all started going down the freeway and the cam seal blew out got all over the top of the motor the vehicle would not start after that happened I get home and then it hasn't started since the timing marks all line up but it still won't start it sounds like it it's turning over really slow and there is no sound that it's even trying to fire it's just started turning the motor
