Would you hear the motor of the washer if washer jets/pipes frozen? If it is motor prob, whats roughly the cost to fix at independent garage? Thanks.

If it's frozen ( which it probably is ) you wont hear it .

Very common just now . I have had to use Halfords double concentrate washer fluid on our cars as the usual stuff was freezing up as it only goes down to -5 and the temp was going below that , especially during night . Hope this helps you .
