2003 Vauxhall Zafira shorting out

indicaters, hazards, lights on instrument panel not working. Changed fuse and blew again. After a while of driving the car the warning light comes on and fuel warning light but flashing both together at same time. When this is happening wipers on itermittant don't work just constant clicking from fuse box along with clicking when u put indicater, hazards and rear window heater.Also speedo and rev counter don't work

Scan it .Probably got a few faults including cluster .
