2004 Vauxhall Zafira sluggish - losing paower

Car: Vauxhall Zafira
Year: 2004
Variant: diesal 2ltr
Categories: Running Rough, Starting & Power Loss
Hi
My Zafira starts and runs ok, but is very sluggish, sounds like something is straining the engine, on some gradual hills will not go above 35-40mph even though foot is to floor! Occassionally service light flickers on and off, been to different gargares and no faults recorded on memory! Gargage suggested Fuel filter change, which had done and made no difference!!

Any suggestions out there please

Possible exhaust blockage, egr issue or fuel pump issue, main dealer could run it with test equipment and look at what is happening in parameters.
