I would suggest that the two problems are not related, your switches not lighting up probably just need the bulbs replacing(if they are replacable, if not new switches). As for your wiper and washer problem, if you have checked both fuse boxes then it quite possibly the wiper stalk but you should have it checked out properly as these cars operate on a can bus system as it could be a control unit fault. Spend a pound to save a pound.
