feels like cable is stretched how do i adjust it

If the cable has stretched then it has weakened. It needs replacing

you could try adjusting the lock mechanism , the part fixed to the underside of the bonnet usually has a slot cut in it to adjust with screwdriver , loosen it it maybe pulling too tight when bonnet is closed
