replaced the fan belt on the zafira but the turbo only works in fourth and fifth gear and there is oil leaking underneath the engine

Have you checked the oil seals on te ipes going to the turbo and the intercooler. Also is the EGR valve moving freely.it may be jammed and causing the exhaust gas the bypass the turbo. Has any of the turbo pipes got any splits in them. I had that fault with a VW when the turbo stopped working during driving everytime and worked when egine turned off and restarted. A slight oil leak from the turbo and turbo pipes are acceptable and will always be there with every turbo diesel car.
