Fuel guage permenantly registers quarter of a tank when ignition on

can you unplug the sender on the tank to see if it goes down if it does then it will be the sender

can you unplug the sender on the tank to see if it goes down if it does then it will be the sender,you may have to turn the ignition off then on again after doing this
