Whining noise and loss of power

I have a Vauxhall vivaro 1.6 cdti and have noticed in idle if you give it gas there is a whining sound as you let the acceleration go and also when on the Motörway uphill loss of power as though it’s missing. 1-4 it flies but 5 - 6 gear it won’t go more then 65 any help please would be Great

Check turbo , pipes / hoses for any leaks , change fuel filter .
