2004 Vauxhall Vivaro glow plug light comes on

Glow plug light comes on and goes off as it should but then comes back on again after 5seconds even if the engine hasn't been started. I have changed the fuel filter after being told it could be water in the filter.
I have also changed the boost pressure regulator solenoid as it was making a strange buzzing sound. The van drives fine maybe a little down on power but it's never had much power anyway so it's not that noticable.
