1997 Vauxhall Vectra handbrake not working on a hill when facing up hill

when facing down hill and the hand brake is applied it holds the car in place, when facing up hill and the hand brake is applied i have to place the car in gear to stop the car from rolling backwards

Depending on whats fitted to that year i.e pads or shoes , you'll need to strip it down and see why not operating correctly . Could be worn shoes / pads or linkage sticking . Even possibly sticking cable .
