1997 Vauxhall Vectra engine revving up

hi everyone,
my mate has just had the cylinder head on his vectra re-built (the cambelt snapped and bent three valves), anyway, he has had the engine put back together and as soon as he starts it it goes up to full revs and stays there, it does this even with the throttle cable removed. If any one out there has got any ideas of what could be wrong please could you let me know. thanks

there may be an air pipe that is not connected or if the throttle body has been taken off and cleaned and the butterfly has been moved it will brake down the stepper motor inside the throttle body. a new body will be required.
