Revs up when changing up gears

Every time I change gear the engine revs up by about 300rpm, having Googled it quite a bit some sites are saying it's an engine design to purge the cat exhaust and others are saying other things like sensors ect.
The engine is the 1.8 VVTI
Can anyone tell me for sure if it's an engine design or there is a problem.
If its a design then it's a bloody crap one.

Heard of this on a few other different makes also .Some say they have fixed it by replacing / adjusting clutch pedal switch .
