1998 Vauxhall Vectra 1.8 ls

I had a steering rack put on recently but the threads are not the same on each side and the tracking can not be done correctly and the hooter has stopped working. can the steering rack not be aliened correctly and the tracking not being able to be done correctly stop the hooter working

take the car back to who did the rack for you as it sounds to me like there has been wires disturbed ie not connected back up
