2003 Vauxhall Vectra no heaters or demisters

the heaters and demister are now not working, has been working intermitently over the last few weeks but now nothing. when i press the demister button i can hear the fuses clicking but nothing. i've replaced all the fuses including the large orange 40A one

Usually are fault with heater flap . This shows the common cause .Fuses dont click ,
