2001 Vauxhall Vectra abs light comes on.

My ABS light comes on now and again. My local garage have done a diagnostic report and get a fault code 4121 (valve relay faulty). They say they cannot repair it and I will have to go to a Vauxhall dealership.
Vauxhall are charging me £80 just for the diagnostic report and say it could be anything from a £40 valve to a £2000 unit???
Please tell me if I am being ripped off here and is it something a local good garage should be able to fix?
