2004 Vauxhall Vectra swirl flaps

It would seem at last that l have got to the bottom of the starting probs with this b****y car been told that the flaps are broken on the inlet manifold l assume that this means the swirl flaps and they cannot be repaired so must change the inlet manifold. TRUE OR FALSE l dont know any one help
