Usually when its frosty, wipers and screen washers fail to work for 5 or 10 minutes after the engine has been started.
The wipers at other times work incorrectly.
Sometimes everything works perfectly for days.
There is plenty of Antifreeze in the screen wash, so its not due to the screen wash freezing.

Could be a worn ,faulty wiper switch / stalk .

Might be wrong , but I think there was problems with wiper motors on that car .Could check windscreen washer pump and see if there is a filter fitted which can get clogged up with soap and gunk .

Had this problem on my own car a couple of years ago. Could try cleaning the contacts on the electric plug that fits onto the wiper motor, maybe worth a try, but I ended up replacing the motor with new one. Hope this helps...
