2006 Vauxhall Vectra engine not reaching temperature

When driving in traffic at low speed (30 MPH or less)the engine reaches normal running temperature. At higher speeds the engine temperature drops to a level that the temperature gauge does not register and there is a loss of interior heating. The engine cooling system has been flushed and the thermostat has been replaced but the problem remains.

Certainly sounds like thermostat jammed open , but you say you've changed that .Could try bleeding cooling system .
